Rexford is a committed and hardworking administrator with over 10 years of Higher Education Management experience and who has risen through the ranks to the position of Registrar in the Higher Education Sector. He is also a management consultant and trainer, focusing on Management consultancy especially in human resource best practices and development of higher education policy documents including strategic plans and business proposals. Rexford has coordinated the implementation of some major interventions for organisational efficiency and performance including the development of a robust records management systems for university registries and the coordination and implementation of a Students Information Management Software.

Some of the notable consultancy services undertaken by Rexford include: a leadership training programme for Heads of Departments of MDAs of the Krowor Municipal Assembly, Office Administration Skills for officers of Ladma Municipal Assembly and development of a Funding Proposal for Accra Technical Training Centre, at Keneshie, Accra.
